  4.     DIED. Wayne Hays, 77, 14-term U.S. Representative from Ohio
  5. whose congressional career ended in 1976 after a sex scandal
  6. involving a "committee clerk," Elizabeth Ray; of a heart attack;
  7. in Wheeling, W. Va. At first Hays denied a Washington Post
  8. report that he had given Ray a $14,000 federal job for personal
  9. reasons, though she later confessed, "I can't type. I can't
  10. file. I can't even answer the phone."  But he tearfully
  11. acknowledged the relationship two days later and subsequently
  12. abandoned his seat to end an ethics committee investigation of
  13. the affair.
